James has lived in Dallas since 2006.  He joined the Dallas City Attorney's Office in 2011 after five years spent practicing environmental law at a large national firm. James is the general counsel for Dallas Water Utilities, a department of the City of Dallas that provides water and wastewater service to over 2.4 million people.  He also helps manage environmental legal issues facing the City of Dallas. James has worked to protect air quality, water quality, and human health in the region. He is a proud graduate of the Jackson School of Geosciences at The University of Texas at Austin, and the graduate training he received there serves him well in effectively advising technical staff and management.
